I would change service if I knew that my ISP was getting paid to allow certain companies to avoid my SPAM filter. I think I would feel differently if I was getting paid though. E-mail from gdfhkhg@betteroffers.com that are the same message as fgjdkhrieo@betteroffers.com are obviously aware of the SPAM nature of their communications and are crafting their message to circumvent spam filters that would block anything from betteroffers.com. If my ISP was charging betteroffers.com for every message they sent, that revenue should reduce my bill. I thing the cornerstone of SPAM business is that they don't have to pay for the messages they send. Those messages have a cost to process, transmit and receive. They also have a cost in the time it takes to weed them out of my Inbox. I'm sure that I never asked to be informed about new ways to "stregthen my member" or cleanse my colon. Yet every day I get new offers. I think that my ISP should send a bill for every message I nominate as SPAM. It should be a small but real amount, like 5 cents. Companies would have to agree to pay or their messages would not get through. Then, if I read it, the sender get's charged and a portion of that fee get's credited to my bill. But if I don't read it, the sender get's a credit on his bill.
