Another Idea
Mass e-mailers with large volumes of messages sent out at one time should be able to "register" as legitmate mailers and their outgoing message would have to contain their "permit" number. If messages did not contain the "permit" number, then they would be stopped and returned to sender. Let the abusers get their own JUNK back!!
