Pay the recipient of the e-mail
First of all, I think that spam is destroying the spirit of the Internet.

But nevermind. This is my suggestion:
It will cost you one cent (or something like that) to send an e-mail. When you receive an e-mail, you will be credited one cent. If you send about as much e-mail as you get then it will even out. Only mass spammers will have to pay significant amounts.

This way no big corporations get stinking rich, spammers get poor, and ordinary people get less spam and perhaps a very small amount of money.
