Bad idea
While it may sound like a good idea, it really is nothing more than a plan for the big companies like AOL and Yahoo to boost their revenue covertly. It is same as holding your email hostage until they receive a fee, which totally destroy the reasons why Internet is such a successful communication medium. Additionally, it places a great divide between the have and have nots of the Internet world. Big companies could treat the expense as an operating expense while smaller companies will see their communication channels challanged. Especially wary is the small non-profits who do not have the financial or technological resources to deal with this new added restriction on their communication with their memberbase.
In conclusion, this will not solve the spam problem, it only make life harder for those companies that try to operate legimatelly in the communication space.
