In many cases you can get full functionality by installing a recent version of Internet Explorer

What part of the word "full" don't you understand? Yes, it will use the applications and libraries that are on the computer to preview many file types but if you turn off previewing then no, you are not using IE. I run as a restricted rights user but the Windows Explorer utility will not allow itself to be Run As... Administrator if I need to do administrative type stuff on the file system. xplorer2 works perfectly and efficiently for this.

It just makes me laugh that the standard Linux zealot response is "if you don't like an application on Linux then you are always free to use another but you can't do this with w1NbL0w$". I use Thunderbird, Firefox, iTunes, and xplorer2 and all work flawlessly. This whole thread of posts is about one thing and one thing only: spreading anti-MS FUD.
