"Lufthansa (an airline) and Frankfurt airport (their main hub) are offering (not demanding) the service to frequent flyers to make their progress through the security controls quicker and more bearable.

it is much scarier if this is not a government run, but a company run way to get on without hastles, can any company do this, what about a terrorist funded one?
