If the immigration guys don't keep a database of who has been verified, then what's to stop someone from producing counterfeit smartcards? It's not too difficult to imagine a scenario where through bribery and/or kidnapping counterfeits could be produced. On the other hand, if the contents of the smartcard, when combined with a unique record held by the immigration guys, produced a certain checksum, wouldn't it be impossible to counterfeit? And the record kept by the immigration guys wouldn't have to have your name in it either...
