Lufthansa (an airline) and Frankfurt airport (their main hub) are offering (not demanding) the service to frequent flyers to make their progress through the security controls quicker and more bearable.

There is no government involvement except to regulate and confirm that the identity of the people being scanned and using the system is at least as good as the eyeballing the passport photo system in use now.(Govt as regulator seems fine to me).

Also within the EU (and Germany is in the EU) the data-protection laws provide a legal framework protecting individual citizens rights to their data and privacy from both governments and corporations. Indeed the biometric iris card I have stores my data on the card not in a central database.

Am I a sheep for thinking this system is a big help to me when I use it? I don't think so. But then I'm not using it a security paranoia safety blanket, I'm using it to help me get to/from work quicker but at least as secure as I was before.

Other "free" nations might want to consider their balance of "rights" between citizens, government and corporations if all they see is the spectre of big brother in everything.
