-or- "How to be a lying low-life and not get caught"....
Seems to me that real concerns here are the incidents involving less than honest or downright sleazy government and/or corporate personnel. They were trying to hide what they were doing or had done, and sometimes for no reason other than greed or power. Problem is.... they got caught. Well, the NSA is here to help them.

"Here's how to alter your documents so that they are less than truthful or contain half-truths, and then not get caught doing it."

Of course, this is the same government that would like to know everything I do on the internet, especially if I visit a porn site or engage in some other evil and sinister behavior.

You betcha. It's a beautiful thing.
