Does this mean that...

OEM's will stop installing phone-home software on their PC's from the factory? Will they more carefully evaluate the pre-loaded software that companies ask them to install?

I set up a Sony once a few years ago that had so many IP streams open by default that it was barely useable on the corporate network.
