60 minutes had a story on this in 1999. Steve Croft talked about "Echelon" and Australia was one of the partners in this.
The Clinton administration/FBI wanted the "key" for advance algorithims that would protect personal identity from theft.
Think--if this had gone through, identity theft would not be the problem it is today.
