Be realistic
If they can't do a wiretap on suspected terrorists (going through legal channels to obtain a warrant to do so of course) how are they expected to stop terrorists BEFORE they act?

Wiretaps already exist over regular phone lines. What exactly makes VoIP so special that it can't be tapped while regular phone lines can be?
