International Law does not apply to some Countries/States
The basic reason why the Law (International) would not work in all cases is that some countries and European States have refused agreements allowing International Law to apply to them. This is why it seems that the majority of scams come from some Russian States/Territories and some other European Countries such as Romania.

The governments in place in those areas have refused to recognize International law and will not cooperate in any investigations in their areas. Because of that, these "lawless" countries/states hosts an extraordinarily number of hackers, scammers, extortionists and the like. They know that they can't be touched so they operate with impunity.

As has been mention previously, the Russian Mob is very widespread and controls the practical everyday life of Russian citizens. IF bread or food is needed, then the Russian Mob supplies it as well as making money on the deal. Many Russians appreciate the Mob because they can get things done that benefit them. It is a double-edged sword, but the Russian Mob keeps things running. Many of the Russian Mob hold positions in government and also control the non-Mob politicians as well. The Russian Mob is brutal and controls Russia and has for decades.

The bottom line is that these rogue countries and States benefit from the illegal activities perpetrated from their areas and the last thing they want is to become touchable by the law. Pressure can be brought to bear on these rogue areas but at the end of the day they can continue to thumb their collective noses at International Law and continue doing what brings money into their economy. Many of these rogues have no natural resources or industries to prop up their economy. Crime requires little else than willing parties and some protection among them.

If the criminals can be identified then they can be apprehended when traveling outside their rouge countries/States. Also, supplies they import can be restricted to bring some level of compliance in certain cases. It?s not a simple problem with a simple solution, but any that pay them supports them. It?s as simple as that.
