Why not follow Apple's lead?
Apple has had to "cut the cord" multiple times, in their moves to
the PowerPC chip, to OSX and now to Intel. I think the smoothest
transition was the one from OS9 to OSX, where Apple provided a
"Classic" environment, where one could run legacy programs.

Since MS owns Virtual PC, why not implement something along
these lines? At some point, you have to move your customers
forward, or you get bogged down in many of the issues you've
discussed before.
