It will be all to easy for them to simply block packets from the areas they don't want...

Think about it. It won't cost the government a dime for some silly bugger to click a few buttons on a firewall somewhere and stop packets from flowing.

Also, it would be simple for a terrorist organization to put a packet injector online somwhere upstream from the central servers and execute a "DOS" attack on the entire subnet.

Even better, the "novoter" virus. Executes a "DDOS" attack on centralized servers after spreading quietly for a year to over a billion computers running MS Windows.

Amazingly simple and too scary to think about!
