Look at the type of users they have to deal with....
"Why should he switch to a lesser privelaged account to browse the net?"
Because least privilege is one of the cornerstones on computer security - and even security in the physical world.
"That is a waste of time."
It sure as heck wouldn't be a waste of time if he got hit by the exploit.
"No need to switch to a lower privelaged account (which by the way is no guarantee that such and exploit won't succeed)."
