Perhaps you are right, but...
The real issue is that there are too many places in the Windows OS where code, and privledged code, can be executed.

I know that is a gross over simplification of the problem, but it is also very true.

DOS and Windows were designed and built in more innocent days, with insufficent thought given to security, and no thought at all to the Internet.

I believe the only real solution is to run all applications with access to the Internet in a sandbox, a VM, where no permanent harm can be done. VMware is a good solution at present, and upcoming processors are going to have hardware features that make running in a VM more efficent.
