Sad tale of woe

It's a real shame when ISP's forget that they are primarily a service organization rather than just a conduit to the net. It's a harsh lesson that a few ISP's have had to learn. Earthlink before it was bought by Sprint set a standard that other ISP's are forced to live up to if they want to stay in business. It's one of the reasons many phone companies have gotten out of the ISP business and just run the equipment as phone companies and service seem to be strangers. Might be why cell phone companies are displacing land line companies. In any case, you did the correct thing as companies only learn the service first lesson when it hits them in their pocket book.
