Wouldn't surprise me

I work at the ISP in the town where I live. MSN constantly sends spam complaints to us, but have yet to figure out, despite multiple requests, that to identify a customer using a dynamic IP address, I HAVE TO HAVE the implicated IP address, the exact date/time the offending e-mail was sent and the time zone used in the time stamp.

Without that information, I have no idea which of many customers using the implicated IP address in the 24-hour period that MSN references was responsible for sending the spam.

So, we just throw away the MSN spam complaints.

If they can't even report an abuse incident correctly, what do you think are the odds that they can adequately police/protect their own network?
