No ... its still in ALPHA (partially stable state)
To this day, MS has NEVER had an initial release that is of the quality bigger than BETA. Let us see the history:
Original Windows - pre-Alpha never stable.
Win95 --> buggy as hell. May be consider BETA at the end of its life.
Win98 --> Stable, but still buggy (BETA).
WinME --> Not even close to ALPHA. The most unstable piece of crap ever released.
Win2000 --> Stable but full of bugs until after SP3 was released.
WinXP --> More stable, less BSODs but it was released with over 65K known fatal bugs and was buggy as hell until SP2 came out.

In other words, MS releases their products in BETA state (stable but buggy) and hope to fix the bugs later ... but only after complains from the users.
