I am not sure that their issue is
ATM and IP streams are easily sent to more than one location. When I worked for a telecommunication company we added features like this to our RAS and VOIP products at the request of government agencies in the late 90's. It might be that they are complaining that they don't have access to those features from the carrier, but the technology is probably already in place.

The real issue is what is in those streams. There is no reason why they can't use different algorithms than standard VOIP to carry their voice on the wire. If you don?t know how to reassemble the VOIP frames all you are going to hear is noise. In order to accomplish what I think that they want they would need to control just what and how data is transmitted and that would mean extreme regulation.

If the government wants total control of the voice network then all that they need to do is give it to the people for free, no market means no further development of VOIP technology. happy (like that is likely to happen...)
