Basically what happened (I think) is that the material was posted on an unclassified Army site. Later someone decided to revise the material and it became classified (they never said at what level).
So when the other guys put it out for public consumption the Army had a fit. They (the other guys) posted an unclassified <ocument.
During the first Bush administration there was an effort to create a new classified category called (something along the line of) "Unclassified but sensitive".
