Not just a MS problem.
While a agree with you in the majority, I have to say this is not just a problem with Microsoft. I have yet to see any vendor that deliver in a way that did not require the govt. to come back with more money. Its either exploiting loopholes in contracts or just plain not working with other contractors. Turnkey systems have been the worst about working with others.
I have often thought the government should just go with Linux, hire lots of programmers and do their own code from the OS up. It would be way cheaper than outsourcing. The number one cost of outsourcing is that you are paying for CEO's and stockholders who contribute nothing to the project.
