Outsourcing is the problem.
The data is not interchange-able because thats how the systems were designed.
The business model of government contractors is to get them locked in so they have a long term revenue stream.
I have been on committees where they purposely hamstrung the software so that they could get funding for another project to fix it in an "upgrade".
I think if the DHS were to insource these functions with knowledgeable people rather than outsource the expertise, then they would get a workable sustainable system.
Instead they outsource to companies that specialize in getting government contracts. Most of these companies never compete in the commercial world becuase they can't. So if you have to oursource, then at least go with vendors that have some commercial (not just govt.) experience.
