Don't have to look very far
If I where building a system for DHS that had the power to do what they are looking to do today and in
the future I would only have to visit one place for my answer.....google. It sounds like they have close to all the needs that google address's. First of all money is a problem so we need cheap fault tolerant compute horsepower, linux and distributed index clustering to the rescue. They need a powerful search algorithim I can think of none better than google. Finally it has got to work every day non stop, when is the last time you seen google unavailable? Couple this with some changes to open formats for storage so you don't fall into the single vendor trap and it is good as mission accomplished.
