Here's one for you (Based on the logic you are useing in your posts);

FCC Publishes guidlines for Radio & TV. If you broadcast something that is against those guidlines, (Like if I go on the David Letterman show, and say F*ck, and it does not get "bleeped out") The network that broadcast that, and myself can be held responsible. The FCC can issue a warning, impose a fine, and revoke their broadcast license, or all 3. This is not statute by definition. But, as with the FAA, they are granted powers by congress to do such. Thus, makeing said policies into law (As they can be prosecuted in a court of law).

PS: Trying getting onto a Airplane (Yes, a private carrier, say Northwest Airlines), and then violate any FAA "Directives, rules, or Guidlines" (Which by your definition are not "Laws"). Then you can tell the local authorities when they take you away in cuff's and arrest you, that it's only "Directives, rules, or Guidlines" and not law that you violated wink.
