That is it exactly!
""A Notice From the Federal Aviation Administration" and includes the sentence "passengers must present identification upon initial check-in."

And if you read that same "directive" further it also states that "if passengers do not present a valid ID, then they can be subjected to further scrutiny, searches, and holding their luggage until they board....but still allowed to travel at the airlines discretion" (paraphrased)

That is an FAA directive, and doesn't prohibit travel in any way, it is NOT a law.

John worked his way up the bureaucratic chain and was eventually told by United Airlines that there were security directives that mandated the showing of ID...

Notice that it is the "directive" again?

These secret directives, issued by the Transportation Security Administration, ...

Again, "directive", not law, big difference.

To make things even more confusing, these orally transmitted secret rules change depending on the airport."

Now they call them "rules", but still not a law. Yes, this is all confusing, untill you weed out the heresay and actually look at the facts.

It appears that this is such a law/directive, regardless of what the judge stated. Or, someone from the airline is lying. Right?

Someone from the airlines was definitely confused, that is what we know for sure, by their own admission, but "law/directive" just adds to the confusion. I see them as two different things.

Happy Gilmore must be thrilled with all of the confusion and nonsense that he has started, let's just hope that the appeals court upholds the lower court's obviously correct ruling, so we can move on and forget the travesty that is Happy Gilmore.
