I interpreted that way.
"Freedom of assembly
...applies to a public place. You don't have the right to assemble on someone else's property without their consent...in this case, the airline's airplane.

Not that I necessarily agree with this "law". But if it's bad, it's bad on other grounds, not because it violates freedom of assembly."


Airlines cannot make law obviously. So the gov't is instructing the airlines on how the people assemble. If the airlines IDed people on their own, it would be OK because you don't have to obey it. If it is law, you must. If he stopped with his first sentence he would have been right.
