You Happen To Be Right On!
The only thing you never asked me was whether my patent's mechanics included Quality Assurance or not. When we designed Isolation for humans, the Ante-Room was where all the comings and goings were monitored equally. My model set up the ISP's as the Ante-Room and also as the Quality Assurance Agent.

In the medical model, the Joint Commission on Accreditation of Healthcare Facilites (used to read Hospitals) determined if a Quality Assurance Team was certifiable. The measurement was whether and how many patients were exposed to unknown contaminents. Monitoring is on things going in to the Isolation Room as well as contamination spreading outward from a highly contagious patient. It monitors and controls flow in and flow out. If Quality slips, a Hospital looses it's Accreditation and then looses it's ability to collect Medicare and Medicaid funds. Stopping the dollars always hurts. In my Internet model, if the ISP's screw up, the buying public moves on. Market driven.

The significant issue is that once a body is assigned to monitor Quality, the flows cannot be monitored "bundled." Things have to be evaluated in an "unbundled" mode or as "differentiated deliverables." Also, the process has to be done in the Ante-Room, not the Isolation Room where the patient is. So, the process has too be done externally or "pre-emptively." Trying to patch solutions and update within the Server is too late. (And very complex.)

So, you see, your point was "right on" for the model to work.
