You missed the point.: Stopping incomming viruses, spam, and worms has little value in getting more responsible users.
THAT is all they do... So what?

McAffee and Norton sells tons of software, and most people don't use it. That puts the burden on the ISPs to provide blocking of this crap to its users.

So what?

They need to stop the outgoing spam, viruses and worms. No one else cares if a user gets it, shame on the neophites.

The NET cares. We don't like our bandwidth eaten up by them allowing its users to spread the viruses. This is NOT cured by free mail services like hotmail or the fact that AOL blocks users from getting this crap.

The cure is by the ISPs, the access points, to detect outgoing stuff. Block outgoing, shut off the users access, and let him clean up his act before being allowed a connection again.
