"could simply notify an ISP system" ??? HA HA HA: If the ISP's would block outgoing viruses, by shutting off the service when ONE is discovered,
would stop 100,000 times the internet packet clogs. The offender would then be responsible for removing the worm from their system before being allowed access to the internet again. Too easy.

ISP's are afraid they would offend their customer base.

Unfortunately, this easy solution to excessive internet traffic problems is ignored, and unwanted by the ISPs.
