Right. You obviously have never figured either out. Linux does take some time to get up and running, but then takes very little time keeping it running. Windows takes the same amount of time to get up and running, and then due to virus, spyware, BSOD, GPF's, IE flaws, and general user ignorance takes considerable time to keep running.
You see one Windows machine not connected to a network may not be much to worry about, but try 6000, and having all your machines down because of that so called "5 minute scan"! You do the math and determine how much time that would take. BTW: you can do it over the network because the virus and spyware have clogged it to the point of being unusable so you have to have a team of people walking to each one!

While you are learning Linux it is quite a daunting task to get everything figured out, and sometimes hardware can present a challenge. IF you want to do some specialized application serving, or scripting, that to can take a little time to figure out. However, once you have it working, keeping it working is easy, you just leave it alone for the most part. I don't ever remember having to "defrag" my Linux servers, or workstations. I regularly have to do so on Windows Servers. Most of the patches I download for Linux do NOT require a reboot, most of the patches I download for Windows DO. Most of the patches that come out for Linux workstations or servers don't apply to mine, because I'm not running the app that needs it. Most all of the patches that come down from M$ do apply. Then I also don't regularly reboot my Linux boxes, but nearly all of my Windows servers are on a weekly reboot cycle, some daily.

You see after managing servers for an enterprise environment you begin to appreciate the slight differences and small things that save you time.
Oh yea, your ignorance amazes me too.
