How do you find out? Buy a plane ticket, and then try to get on the plane.

It's really quite simple. Buy a ticket, and then you can perform the following tests. a) Try to check in online. If you can check in, then you are probably not on the list. b) Go to the airport and try to check in at a kiosk. If you can check in, then you are probably not on the list. c) Go to the ticket counter to check in about 45 minutes before your flight. If you end up sitting to the side for about an hour, and miss your flight, then you probably are on the list. Not, of course, that all of the airlines will tell you that. Some of them tend to be honest, and even advise you how to request the forms to get off the list. Others will lie to you, and pretend that it's a temporary hardware error (e.g., the dog ate their computer, or something like that), and it will all clear up in a few minutes.

In other words, you're apparently not really supposed to know whether you are on the list or not. That way, they can continue to frighten all of us.
