Makes no difference
Allowing small blades on a plane (or tools) makes no difference
as far as safety. I can already carry on a bottle of wine, then
break it and have a far more dangerous cutting device than a
small pair of scissors. Heck, my heavy laptop makes an
excellent bludgeon, and as a Congressperson recently pointed
out, you can jam a pencil in someone's eye pretty effectively.

As far as cooperating, the policy has been for the passengers to
cooperate with the hijackers, rather than trying to overpower
them, but that's changed, which makes a difference. The type of
hijacking that took place on 9/11 can never happen again,
because the passengers will rise up against someone with a box
cutter. That type of attack is no longer a threat.
