Users aren't always that dumb ...
Of course, I consider it irresponsible to do things like

(a.) hide file extensions so that "hotgirl.bmp.exe" is shown as "hotgirl.bmp".

(b.) allow technologies to run from the web (like ActiveX) that run pretty much unchecked.

(c.) allow hackers to hide the site URL, so that "http://www.microsoft.com@\0fakesite.com" shows up as "http://www.microsoft.com".

(d.) allow preview panes / script execution for email.

I've found that most users do well if you educate them (like .. "don't run an EXE from a strange site"). However, if MS allows people to bury the true nature of things ... sometimes by design. Well ...
