- Why not just name China?

"Foreign powers" can readily be substituted with "China" throughout the article.
China has been engaged in worldwide govt and corporate espionage for decades. In the past few years, their efforts have been intense and widespread.
It would not be surprising to find out that China funds independent hackers and other technology experts much like the CIA did with anti-communist political groups back in the 50's, 60's, and 70's.
In coming years, hopefully before its too late, the world will realize that China is a greater threat than the combination of Iraq, a nuclear Iran, North Korea, and terrorism.
One questionable action was Microsoft giving the Chineese regime access to Windows source code.
Recently in the US, a Chineese couple was charged with stealing sensitive data on advanced US defense systems. There are thousands of Chineese agents like them operating in the US.
