Only admins can install kernel drivers. The problem is...
"It's very simple: Only the Administrator/root should be able to install software at the system level."

In NT-based versions of Windows, only administrators can install kernel drivers (the "system level" that you mention). The problem is that users are administrators by default in Windows. Looks like MS is finally coming to their senses in Vista and making limited user the default.
