The difference between Windows and Linux is that the regular user doesn't operate in root at least not if he's sane he or she doesn't. On Windows all users operate with at least limited root access even guest users. And on personal PC's where people did't set the admin password bad guys don't even need to try the just log into the admin user on the system. On Linux most distro's force you to set a root password or generate one for you. Then they walk you through the creation of the user and lastly they hide the root user.
The upshot of all that is Window's gives root or admin privs to users legitimate or not quite freely and Linux requires authentication and authorization before giving root or admin access to the system.
