That is the fact and to clear yourself from suspicion is difficult. Ask security crazy people at Citigroup for example.

That is the reason why I still prefer traditional checks and slightly longer procedure. But I do not appreciate credit card issuers (like American Express) saying that they have agreement with my bank so they shred my checks.

I am sorry you shred my document (check is not a bank document by any traditional definition of financial world in any part of this world - it is a document of issuer that means customer ordering bank to pay a sum of money). Credit card issuers like AE can get sued for such "agreements approved by federal agencies".
Imagine how many years in jail one could get because he had "agreement" with John Doe to shreed American dollar bills. that's exactly the same and any smart lawyer in this world will prove that fact. You can't hide behind any act of paperwork reduction. Period.
