Yes and No
Most of the Mac users I know run as an administrator. You can still do some system changes without entering the password.

It is *much* easier than Windows to run as a regular user. Apple just needs to push the creation of a non-admin account more, maybe making some changes impossible to do as an admin (e.g., put a garish background that you can't change when running admin level)
