Thats not the point
It doesn't matter how many lines of code there are in Windows. The real problem with Win and security is that trying to make it secure is like making an umbrella from a fishing net. I'd say the best bet MS has to making Windows secure is to slowly but surely rewrite it from the bottom up. However, not only is that -enormously- expensive, but why even bother, when the promises of "we'll make everything better" seem to satisfy people perfectly.
