Consequences..
The only deterrant is knowing that they will be tracked down, caught and punished severely.

Unfortunately, this has not been the case, as many of the most destructive virus writers still remain fugitives.

I think Microsoft's money would be better spent funding investigators to search-and-destroy the creators of these viruses.
