There are four groups of people who deserve at least part of the blame:
1) The virus writer(s)
2) IT staffs
3) Microsoft
4) End users

Arrange those in any order you wish, but THE GUY WHO WROTE THE VIRUS IS ULTIMATELY THE MOST RESPONSIBLE!! (Probably can also say that the IT staff is more responsible than the end user.. by now, updated virus defs are readily available..)
