THe worm doesn't explicitly exploit any particular flaw in Windows
It exploits the ridiculous file and directory permissions "system" that it uses, true, but in this case, the most critical component that was exploited was, again, the user.

I accept this, now. Yesterday I thought it couldn't be so, but there you go: people open attachments.

Okay, so since they do this, can we give them a personal directory of their own somewhere... let's call it a subdirectory of somewhere like /home/, shall we? Somewhere that they-and-they alone have access to, and only they can hose? Can we make this the only part of their systems that they can hose, please? This is what Unix has had for - well, forEVER!
