I think you're kind of confused ...
A browser is just the app that reads the web pages. An ISP is an "Internet Service Provider". MSN is an online service that acts as an ISP.

If you are paying for another ISP, as well as paying for MSN, then you must compare the services provided by each. A true ISP provides you with an internet connection, and not much else. MSN is an online service that functions like an ISP, and provides more help and user friendly features. That's why online services are typically more expensive that raw ISPs.

If you are using MSN 9, then you are using the Internet Explorer browser. If Internet Explorer is the default for you ISP, then you are still using it.

And because Internet Explorer is integrated into the OS, you are only running one version of Internet Explorer.
