Not Quite Right ...
Netscape didn't try to do them one better -- Netscape was better, and on the scene long before MS innovation.

For example ... JavaScript? That was created by Netscape. Multi-threaded loading of page elements? Netscape too. Plug-ins? Yep, that was Netscape.

Microsoft originally rejected the whole Internet "thing" as a fad, and got in very late in the game. Then, they bolted the browser to the OS to (1.) regain the ground that they had lost, and (2.) use their OS monopoly position as a platform by which they could influence Internet standards (and make them proprietary MS protocols that could be licensed).

Neither the browser nor the OS are important now -- the trick is to retain control of the standards, patents and especially the data. Already, you can see changes occuring with the growing popularity of web services. Non-browser-based service producers and consumers are becomming more popular.
