Actually it's not.

It's directly proportional to how well the code is written. Windows is
pushed out the door before the appropriate amount of testing is
done. It's more driven by marketing than anything. They (MS)
recently modified the profiler to remove the parent for xp. It used
to say NT 5.1. Win 2k was originally called NT 5, so xp is only a
point upgrade. With that all the problems of the original that aren't
fixed get carried over.
