This vulnerability seems to have a number of prerequisites in order to be exploited.

1. User must be actively surfing the web with IE 6.0 (or older maybe)

2. A ligitimate looking website must be spoofed using another IE vulnerability

3. The user must be tricked into using IE to visit the spoofed sight.

4. The user must be tricked into downloading a file using the current vulnerability.

It appears that if your users truly use nothing but Netscape, they are not vulnerable. Makes you wonder why we all don't switch, doesn't it.
