your statement makes no sense
You said,"Yes, lets concentrate the information in the hands of only a few so that people don't know to be on the lookout. That makes a lot of sense. "

You assume that by having the goverment sending out alerts people will be better informed than what CNN dishes out about virus outbreaks.People know how to read and surf news sites. They DO NOT need alarming emails sent by the gov informing them of a new virus threat. We already enough avenues to serve out information to the general public.

Imagine this:
A new virus forges the goverments ALERT email. With everyone trusting this address and format they quickly click on the attachment (virus) to get further information.

Email is not the best course of action to alert massive amounts people of a serious threat of any kind. That is the current state of internet email because anyone can forge the sending address.
