When contemplating the kind of vandalism perpetrated by these folk, I'm reminded of the caning incident of a few years ago directed at the American youth caught at keying Beamers in Singapore. They have an effective way of dealing with this, I think, with the huge Buddah-like fellow with the top knot hairdo, oversized diaper, and bamboo cane, suitably split on the end. From all reports, misdemeanor oriented individuals who have encounted this form of punishment are loath to ever transgress again.

The engineering behind it is more sound as well. Hanging by the privates has not been explored as to mechanical stability and most beating with sticks engages the sides of the stick more than the tips, so their pointedness is not effective. OTOH, the canees exposed parts can be firmly backed with a table or bench and any unwanted effects diminished or eliminated.
